Presumably it will become illegal to operate a non-interceptable comms system. Chaos ensues. It's not been thought out _at all_.

Note revealing phrasing:

Earlier, the Home Office said it planned to "legislate as soon as parliamentary time allows"


The Home office should not be doing the legislating...

I imagine what has happened is that Facebook's walled garden messaging has made email irrelevant and has them not able to do illegal mass snooping like they used to, so they need to introduce some structural back doors for Echelon to exploit. It will be interesting to see if the big companies play along.

I sort of implicitly assume they're already playing along with the US.

The interesting question will come when a mandatory disclosure law conflicts with a mandatory secrecy law (like US HIPAA)..
